Combined these mean "continue outside". The shepherd would guide his flock to a place of water. Here is water for drinking as well as green grass for pasturing. Once the flock arrives, they are free to rest after the long journey. A guided journey to a place of rest. A sigh of rest. (eng: night - from the German nocht, as the time of rest)

Niph`al sigh, groan, mostly in poetry & late (Aramaic אֲנַח, Ethpe`el compare Assyrian [ anâ—u], inh—u, sigh Zim BP 12,30) — Perfect 3 feminine singular נֶאֶנְחָה Lamentations 1:8; Joel 1:18; 3 plural נֶאֶנְחוּ Isaiah 24:7; Imperfect יֵאָנַח Proverbs 29:2 etc.; Imperative הֵאָנַ֯ח֑ Ezekiel 21:11; Participle נֶאְנָ֑ךְ Ezekiel 21:12; נֶאֱנָחָה Lamentations 1:21 etc.; —

אָנַח a root not used in Kal, kindred to the roots אָנָה No. 1, אָנַק, נָאַק.

Niphal, to groan, to sigh, Exodus 2:23; Joel 1:18 (Aram. Ethp. id.). Construed with עַל Ezekiel 21:12, and מִן Exodus 2:23, of the thing which is the cause of the groaning. Hence
