Brown-Driver-Briggs Expanded Definition
הָבַר verb ? divide (so most, but dubious; Arabic cut into large pieces, cut up, is perhaps Denominative from a 'chunk' of meat; comparison of Arabic be acquainted with, skilled in (AW Kn Di) is also doubtful; if correct, then read חבר; but compare below) —

Qal Perfect 3 plural הברו Isaiah 47:13 Kt, Participle הֹבְרֵי Qr; הֹבְרֵ֯ו שָׁמַיִם הַחֹזִים בַּכּוֺכָּ בִים they that divide the heavens, that gaze at the stars (Kt would be rel. clause without אֲשֶׁר); ׳ה then refers to the distinguishing of signs of zodiac, or other astrological division of sky, compare Che; on zodiac in Babylon see Jen Kosmologie 57 ff; & on planets & constellations Id ib. 95 ff. Epping & Strm Astronomisches aus Babylonian 109 ff.; — but text probably corrupt; GFM (June, 1892) suggests חֹקְרֵי (compare חקר אתהֿארץ Judges 18:2).

Gesenius' Hebrew and Chaldee Definition

הָבַר to cut, to cut up, to divide out, i.q. Arab. حبر. It occurs once Isaiah 47:13 קרי, הֹבְרֵי שָׁמַיִם “those who divide the heavens,” for purposes of augury, taking a horoscope, i.e. augers, astrologers; LXX. ἀστρολόγοι τοῦ οὐρανοῦ. Vulg. augures cœli. כתיב, הָבְרוּ שׁ׳ (אֲשֶׁר). See my Comment. on Isa. ii. 351, seq. Others take הָבַר as i.q. غبر to know; while others would read חֹבְרֵי, comparing חֲבָרַיִךְ ver. 10 Isaiah 47:10.

[“הֵגֵא Esther 2:3, and הֵגַי verses, 15 (Hege, Hegai), pr.n. of a eunuch in the court of Xerxes.” Thes. “Benfey compares âgà, eunuch; Monats-namen, page 192.”]
